What the kanji literally depicts is water and a plant with a bud that has failed to open. Meaning that despite water, the plant never budded.
It does in fact mean chaos, or perhaps things going in an unexpected manner, or out of the order. It's opposite would be something like "cosmos". (Also, in Japanese it can't stand alone as an actual word).
The Japanese sound is - Ton or Don
The Chinese sound is - dun or zhuan
I give it a 3... because kanji tattoos are a pretty lame idea even when they work out.
